Participants need to be involved from the outset to ensure that they are available and that everyone has the same level of information. A clear timetable, defined from the outset, helps to mark out the stages and give visibility to the whole process. Anticipation also allows sufficient time to be devoted to mobilising participants and the public. This phase, which is often underestimated, accounts for up to 90% of the energy and time needed to guarantee the quality of the process.

This is one of the key ideas that we discussed in both Hungarian TCCD-s (Szeged and Transdanubia) because of the lack of trust towards democratic processes in the country’s population. It is necessary to plan ahead and take into account the unique preconceptions and attitudes of the local communities. We strongly agree that mobilisation of the participants takes up most of the time and energy of the organizers in a participation process.
