The goal should be people's participation in preparing, deciding and implementing changes. In participation, there are participants and participants, and the participant decides when, how and who to involve and what the conditions of involvement are, including the deadline for submitting proposals. Brainstorming sessions and other forms of collective discussion and decision-making should be used to activate participation.

Eesmärgiks peaks olema inimeste osalus muutuste ettevalmistamisel, otsustamisel ja elluviimisel. Kaasamisel on kaasajad ja kaasatavad ning kaasaja otsustab, millal, kuidas ja keda kaasata ning millised on kaasamise tingimused sh tähtaeg ettepanekute esitamiseks. Osaluse aktiviseerimiseks tuleks kasutada mõttetalguid ja teisi kollektiivse arutamise ja otsustamise vorme.

This is tied to a wider culture of civil society - are NGOs and stakeholders just "informed" and this is labelled "consultation", or is there a meaningful discussion, exchange of ideas and openness from both sides to co-create. I also very strongly see the need to shift current inform-and-ignore culture with a mental readiness to actually engage with citizens and involve them in processes and outcomes as well.
